The decision, announced by the State Revenue Department, introduces stricter verification protocols amid rising concerns over fake documents being misused for illegal activities.

In UP, the Planning Department has explicitly barred Aadhaar from being treated as a birth certificate, with Special Secretary Amit Singh Bansal clarifying, "Aadhaar cannot be treated as a birth certificate, for no birth-related document is attached to it."

In Maharashtra, the Revenue Department has rolled out a comprehensive 16-point verification process for all birth and death-related applications. This includes cross-checking with hospital records, school admission documents, and affidavits from family members or witnesses. Certificates issued without these will be deemed invalid, and errant officers face disciplinary action, including potential suspension.

## What Changes for Citizens?

For residents who obtained delayed birth certificates using only Aadhaar post-2023, the implications are immediate and practical. These documents will no longer hold legal validity for purposes like passport applications, school enrollments, or inheritance claims. Affected individuals are urged to reapply through local municipal corporations or tehsil offices with alternative proofs, such as:

- Hospital discharge summaries or vaccination records.
- Matriculation certificates.
- Affidavits sworn before a notary or magistrate.

The government has assured a grace period for re-verification, though no exact timeline has been specified beyond the ongoing cancellation drive. "We are committed to making the process citizen-friendly while safeguarding the integrity of vital records," the official added.

This isn't isolated to Maharashtra; the nationwide push reflects broader electoral and security reforms. Uttar Pradesh, for instance, is gearing up for a Special Intensive Revision of electoral rolls by February 7, 2026, where stricter birth proofs could play a pivotal role in voter list accuracy.

Critics argue that the policy could disproportionately burden rural and low-income families who rely on Aadhaar due to limited access to legacy documents. Advocacy groups like the Right to Information activists have called for digital alternatives, such as linking Aadhaar with digitized birth registries, to ease compliance.

On social media, reactions are mixed. While many praise the anti-fraud stance—"Finally, a step to stop the certificate racket!" tweeted user @MahaVigilante—others worry about bureaucratic delays. "How do I prove my birth now? Aadhaar was my only record," lamented @PuneMom.

As Maharashtra implements this overhaul, it signals a nationwide trend toward robust documentation in an era of increasing identity-based fraud. For now, the state’s 12 crore-plus residents are advised to update their records proactively to avoid future hurdles.
