Andhra Pradesh Government Withdraws In-Principle Approval for Lulu Mall in Vijayawada: Political Speculation Points to Pawan Kalyan's Influence

The decision marks the latest twist in the long and controversial history of LuLu Group's proposed investments in the state. The conglomerate, headed by billionaire MA Yusuff Ali, had earlier faced cancellation of land allotments during the YSRCP regime in 2019, prompting it to vow never to invest in Andhra Pradesh. Relations thawed after Naidu's return to power in 2024, with the government restoring land in Visakhapatnam for a shopping mall, amusement park, food court, and multiplex project, and holding high-level meetings to revive ties.

Amaravati, April 9, 2026: In a significant policy reversal, the Andhra Pradesh government led by Chief Minister N. Chandrababu Naidu has withdrawn the in-principle approval granted to the UAE-based LuLu Group International for constructing a major shopping mall in Vijayawada. State Advocate General Dammalapati Srinivas informed the Andhra Pradesh High Court on Wednesday that the government was pulling back the approval.

# Background of the Allotments and Opposition

The latest withdrawal pertains to plans in Vijayawada, where concerns over land allocation—reportedly involving RTC (Road Transport Corporation) properties—had already sparked protests and dharnas in 2025. Critics, including opposition leaders, accused the government of offering prime land at concessional rates. Similar debates had arisen over allocations in Visakhapatnam's Harbour Park and a proposed food processing unit near Vijayawada.

The move comes amid reported internal coalition dynamics within the NDA government. Deputy Chief Minister and Jana Sena Party chief Pawan Kalyan had publicly raised strong objections during a cabinet meeting in October 2025. According to reports, Pawan Kalyan questioned officials on the basis of land allotments and special concessions to LuLu, demanding clarity on employment generation, lease terms, and the nature of the proposed food park. He reportedly pressed whether it involved meat processing or slaughtering activities (raising concerns aligned with cultural sensitivities around cow protection), and criticised the government for appearing overly eager to accommodate the company instead of prioritising local interests.

Pawan Kalyan and other Jana Sena leaders, including minister Nadendla Manohar, opposed revisions to lease conditions that would allow escalation only every 10 years instead of the standard three years. Despite these objections, the government had earlier cleared some lease terms, but the fresh withdrawal of approval for the Vijayawada mall suggests a possible course correction.

# Is It the "Pawan Effect"?

Political observers and media outlets are already terming the development as a potential "Pawan effect." Pawan Kalyan's intervention in the October 2025 cabinet meeting reportedly created "heat" and highlighted early frictions in the TDP-Jana Sena-BJP alliance over investor-friendly policies versus local safeguards and ideological concerns. His questions focused on whether Andhra's youth would benefit through jobs and why prime public land was being offered with generous terms.

The BJP has also expressed reservations on certain aspects of such projects in the past, adding to the layered opposition. While Chief Minister Naidu has prioritised attracting investments like LuLu to boost infrastructure and retail in key cities, the withdrawal indicates that coalition pressures and public scrutiny may be influencing decisions.

Government sources have not yet issued a detailed statement on the reasons for the withdrawal, but the Advocate General's submission in court signals a formal policy shift. LuLu Group had proposed significant investments, including malls, hotels, and processing units, promising employment and economic activity.

# Political Reactions and Implications

The YSRCP opposition is likely to seize on the flip-flops, pointing to inconsistencies in the Naidu government's approach toward investors—first wooing LuLu back after the 2019 fallout, then facing internal resistance. Supporters of the decision may view it as a win for transparent governance and protection of public assets.

This episode underscores the challenges of coalition governance in Andhra Pradesh, where ideological and regional priorities intersect with ambitious industrial and retail projects. Whether the withdrawal is temporary or signals a broader review of LuLu-related proposals remains to be seen.

As of now, the Vijayawada mall project stands stalled, with the government appearing to respond to concerns raised within its own ranks. Further clarity is expected in the coming days as the matter unfolds in court and public discourse.

(This report is based on recent court submissions and prior developments reported across multiple outlets. The situation remains fluid.)
