Chennai, April 15, 2026 — Tamil Nadu Chief Minister M.K. Stalin has issued a strong warning of massive agitation across the state if the Centre’s proposed delimitation exercise harms Tamil Nadu or disproportionately boosts the political power of northern states at the expense of the South.

In a sharply worded video message released on Tuesday (April 14), Stalin described the move as a “final warning” to Prime Minister Narendra Modi and the BJP-led Union government. He accused the Centre of attempting to “bulldoze” a Constitutional amendment without proper consultation with states, especially amid ongoing elections in Tamil Nadu.

“If anything is done that harms Tamil Nadu, or that disproportionately enhances the political power of northern states, we in Tamil Nadu will not remain silent,” Stalin said. “Tamil Nadu will come to a standstill. Every family will take to the streets. Under my leadership, we will organise a massive agitation.” He added that the state would register its protest “with full force” and invoked the spirit of the Dravidian movement’s historic agitations of the 1950s and 1960s, saying the nation would witness “a Tamil Nadu you have not seen before.”

# Background on Delimitation Concerns

The delimitation exercise, which involves redrawing Lok Sabha and Assembly constituencies based on the latest population data, has been a point of contention. The current freeze on the number and distribution of seats (based on the 1971 Census) is set to end after 2026. Southern states, including Tamil Nadu, have long argued that population-based delimitation would penalise them for successfully implementing family planning and population control measures over decades, while rewarding northern states with higher population growth through increased seats and political influence.

Stalin and other southern leaders have demanded that the freeze on seat distribution be extended and that any delimitation be carried out only after wide consultation with all stakeholders. Telangana Chief Minister Revanth Reddy has reportedly urged Stalin to lead a united southern front against the proposed “pro rata” formula for increasing Lok Sabha seats.

# Escalation with Black Flag Protests

On Wednesday (April 15), Stalin escalated the protest by calling for a statewide black flag demonstration on Thursday (April 16), coinciding with a special session of Parliament where the government is expected to introduce the delimitation-related Constitutional amendment bill. He urged people to hoist black flags in homes and public places, terming the proposed bill a “black law” and a “conspiracy” against southern states.

He further described the move as a “historic injustice” inflicted on Tamil Nadu and other southern states for contributing to national growth through population control.

# Political Reactions

The statement has drawn sharp responses. BJP leaders in Tamil Nadu, including state president K. Annamalai, criticised Stalin’s language and timing, calling it unfortunate and politically motivated.

Stalin’s remarks come ahead of the Tamil Nadu Assembly elections scheduled for April 23, adding a strong federalism and regional self-respect dimension to the campaign.

The Centre has not yet issued a detailed official response to Stalin’s latest warning, but the special parliamentary session on April 16–18 is likely to see heated debates on the issue.

This development highlights growing tensions between the southern states and the Union government over the future of political representation in India’s federal structure. Southern Chief Ministers have previously met to discuss the issue and pressed for safeguards to protect their states’ interests.
