Imphal, March 16, 2026 — The Manipur Legislative Assembly today passed seven more Demands for Grants for the financial year 2026-27 after opposition members unanimously withdrew their cut motions, marking another smooth progression in the ongoing budget session.

The passage occurred during the sixth sitting of the 7th Session of the 12th Manipur Legislative Assembly. Leader of the House and Chief Minister Yumnam Khemchand Singh, who also holds the Finance portfolio, tabled the demands on the floor of the House for discussion and voting.

Several Congress MLAs, including K. Meghachandra Singh, Th. Lokeshwar Singh, and Ranjit Kangujam, had earlier moved cut motions on select demands, raising concerns over issues such as road and transport infrastructure, tribal affairs and hill development, scholarships, labour and employment schemes, and development works in rural areas. The cut motions triggered detailed deliberations, with members questioning the government on inflation trends, implementation of central schemes, and welfare measures for internally displaced persons.

Replying to the debates, Chief Minister Khemchand Singh highlighted positive economic indicators, noting that Manipur recorded the lowest inflation rate in the country in January 2026 and the second-lowest in February. He assured the House of enhanced financial flows to departments and reiterated the government’s commitment to addressing farmer losses, scheme irregularities, and infrastructure gaps. Following comprehensive responses from the Chief Minister and other ministers, all cut motions were withdrawn with consensus.

The seven demands, covering key sectors including Transport (Demand No. 6), Labour & Employment, and related heads, were then put to vote and passed unanimously. The exact financial allocations for these demands were not immediately detailed in the House proceedings but form part of the broader budget estimates for 2026-27.

This brings the total number of Demands for Grants approved so far in the session to over 40, with previous days witnessing the passage of 14 demands (March 11), 12 demands worth ₹8,208.80 crore (March 12), and 10 demands worth ₹6,710.88 crore (March 13). The Assembly has been adjourned to continue discussions on remaining demands and other legislative business tomorrow.

Speaker Th. Biswajit Singh maintained order during the proceedings, which remained largely constructive despite the cut motions. The developments come amid the seven-sitting budget session that began earlier this month and is scheduled to conclude by March 17.

The passage of these grants paves the way for the government to proceed with expenditure plans aimed at boosting agriculture, education, disaster management, and rural development in the state.
