In a shocking development that has reverberated through India's law enforcement circles, senior Haryana cadre IPS officer Y Puran Kumar, a 2001-batch Additional Director General of Police (ADGP), allegedly took his own life by shooting himself at his residence in Chandigarh's Sector 11 on Tuesday, October 7. The 52-year-old officer, renowned for his integrity and vocal stance against caste-based discrimination within the force, left behind a nine-page suicide note accusing several top police officials of mental harassment and systemic bias. 

Kumar, originally from Andhra Pradesh and a member of the Scheduled Caste community, was discovered with a gunshot wound to the head in the soundproof basement of his brother-in-law's home, which he had converted into a personal office. His daughter found the body around 1 p.m., approximately an hour after the shot was fired—unheard due to the room's acoustics. Prior to the act, Kumar had borrowed his gunman's service revolver, citing "some work," and instructed his security detail to leave the premises. A postmortem examination is scheduled for Wednesday at the Government Medical College & Hospital in Sector 16, pending consent from his wife, IAS officer Amneet P Kumar, who was accompanying Haryana Chief Minister Nayab Singh Saini on an official delegation to Japan and is en route back to India. 

The suicide note, recovered alongside a handwritten will and sent to a few trusted officers, has emerged as the focal point of the investigation. Described as "mysterious" by police sources, it names several serving and retired IPS officers, including former Haryana DGP Manoj Yadava, whom Kumar had previously accused of caste bias and unfair treatment in formal complaints dating back years. The note details alleged mental torture, irregular promotions, administrative harassment, and violations of Home Ministry norms—issues Kumar had repeatedly flagged since 2020, including under the SC/ST Act. It also references selective postings and ignored grievances to senior officials like the Chief Minister. Investigators from the Chandigarh Police, led by Senior Superintendent Kanwardeep Kaur, and Haryana Police are analyzing the document, with the scene sealed and forensic teams from the Central Forensic Science Laboratory collecting evidence. No foul play is suspected at this stage, but the probe is delving into every angle, including the note's veracity. 

Compounding the tragedy, a fresh bribery scandal has surfaced, potentially linked to Kumar's death. Just days before the incident, a corruption case was filed against him in Rohtak, where he had served as Inspector General until a controversial transfer on September 29 to the Police Training College in Sunaria—a move widely viewed within the department as a "punishment posting." On Tuesday evening, Rohtak police arrested Head Constable Sushil Kumar, the officer's close aide and former gunman, for allegedly extorting monthly bribes of ₹2-2.5 lakh from a local liquor businessman named Bansal, in Puran Kumar's name. Bansal, who had filed a complaint three days prior, claimed the demands began with a June call from the "IG office," leading to a July 9 meeting where Sushil promised protection from rival gangs and false cases in exchange for payments. Audio recordings and CCTV footage corroborated the allegations, prompting an FIR at Urban Estate Police Station. During interrogation, Sushil confessed to the extortion but stated it was too early to summon Puran Kumar; he was remanded to judicial custody by Magistrate Ravleen Kaur. Superintendent of Police Narendra Bijarniya confirmed the developments, noting Bansal's prior protection orders against threats from gangster Himanshu Bhau's gang. 

Puran Kumar's career was marked by accolades and adversity. A computer science engineering graduate and IIM-Ahmedabad alumnus, he rose through roles in the Sirsa range, Home Guards, and Telecommunications, earning respect for his honesty. Yet, he faced repeated hurdles, including disputes over vehicle allotments and unauthorized constructions, often tied to his caste. His final transfer came amid these tensions, and he was on leave at the time of his death. 

The incident has sparked widespread grief and calls for accountability on social media. On X (formerly Twitter), users expressed condolences, with posts highlighting mental health struggles in high-stakes professions: "Power and rank can’t shield the pain inside. 🕯️ #MentalHealthMatters," tweeted journalist Vishal Tripathi. News outlets like NewsArc reported the note's revelations, urging a thorough probe into departmental biases. Tributes poured in from across the police fraternity, with one user noting, "A nine-page note naming colleagues found at the scene... amid a bribery probe." 

Haryana Police Director General stated the force is "investigating the matter comprehensively," while civil services circles demand an independent inquiry into the allegations of discrimination and corruption. As Amneet P Kumar returns to a grieving family—including their daughter—the nation mourns a dedicated officer whose voice against injustice has now fallen silent, raising urgent questions about the pressures within India's uniformed services.
