New Delhi, April 2, 2026: Union Home Minister Amit Shah is set to introduce the Central Armed Police Forces (General Administration) Bill, 2026, in the Lok Sabha today (Thursday), following its passage in the Rajya Sabha on Wednesday amid protests and a walkout by Opposition members.

The bill, which seeks to establish a unified legal framework for the administration of the Central Armed Police Forces (CAPFs) — including the CRPF, BSF, CISF, ITBP, and SSB — aims to streamline service conditions, recruitment, promotions, and cadre management across these forces. It proposes specific quotas for Indian Police Service (IPS) officers on deputation in senior ranks: 50% of Inspector General (IG) posts, at least 67% of Additional Director General (ADG) posts, and 100% of Special Director General and Director General positions.

The legislation is described by the government as a much-needed administrative reform to resolve inconsistencies in existing service rules for the paramilitary forces and enhance overall coordination and efficiency in India's internal security apparatus. Minister of State for Home Affairs Nityanand Rai had earlier introduced the bill in the Rajya Sabha on March 25.

# Passage in Rajya Sabha and Opposition Concerns

On Wednesday, April 1, the Rajya Sabha passed the bill by voice vote after a debate. Opposition parties, including Congress and Shiv Sena (UBT), staged a walkout, alleging that the government was acting arbitrarily and had disregarded their demands for referring the bill to a select committee for deeper scrutiny. Critics, including some serving and retired CAPF officers, argue that the provisions could demoralise cadre officers by limiting promotional avenues and effectively making them "second-class citizens" in their own forces. They also claim it reverses aspects of a 2025 Supreme Court judgment that had called for progressively reducing deputation posts up to the Senior Administrative Grade level.

Opposition MPs contended that the bill prioritises IPS officers at the expense of experienced CAPF personnel and bypasses broader institutional reforms. The government, however, maintained that the measure would bring uniformity, strengthen national security, and address long-pending anomalies in cadre management.

# What’s Next in Lok Sabha

With the Budget Session of Parliament nearing its conclusion, the Lok Sabha is expected to take up the bill today for consideration and passage. If cleared by the Lower House without major amendments, it will head to the President for assent.

The development comes as Parliament has been busy with several key legislations during the session, including amendments to the Insolvency and Bankruptcy Code and other bills. The CAPF Bill has generated significant debate both inside and outside the House, with paramilitary associations voicing concerns over potential impacts on morale and career progression for non-IPS officers.

The government has defended the bill as a step towards modernising and professionalising the CAPFs, which play a critical role in counter-insurgency, border security, and internal law and order.
