Hyderabad, September 27, 2025 – In a sweeping administrative overhaul aimed at bolstering law enforcement and anti-corruption efforts across the state, the Telangana government has ordered the transfer of 23 IPS officers and six IAS officials, effective immediately. The reshuffle, announced late Friday via a government order dated September 26, sees veteran IPS officer V.C. Sajjanar elevated to the position of Commissioner of Police, Hyderabad City, while Charu Sinha assumes full additional charge as Director General of the Anti-Corruption Bureau (ACB). The move is being hailed as a strategic infusion of fresh leadership to enhance operational efficiency, combat urban crime, and intensify vigilance against graft statewide.
The appointments come amid growing demands for robust policing in Hyderabad, a bustling metropolis grappling with rising cybercrimes, traffic congestion, and public safety concerns. "This reshuffle is a proactive step towards a more responsive and accountable police force," stated a senior official from the Chief Minister's Office, speaking on condition of anonymity. "By placing experienced officers like Sajjanar and Sinha in pivotal roles, we aim to streamline coordination between departments and deliver tangible results in public service."
V.C. Sajjanar: From Transport MD to Hyderabad's Top Cop
V.C. Sajjanar, a 1996-batch IPS officer of the erstwhile Andhra Pradesh cadre (later allotted to Telangana post-bifurcation), steps into the high-stakes role of Hyderabad Police Commissioner, succeeding C.V. Anand. Anand, who has been instrumental in modernizing the city's law enforcement during his tenure, has been promoted to Special Chief Secretary in the Home Department—a move that underscores the government's emphasis on integrating police expertise into policy-making.
Sajjanar's illustrious career spans over two decades, marked by stints in intelligence, cybercrime investigation, and high-profile operations. He rose through the ranks to serve as Deputy Inspector General (DIG) and Inspector General (IG) in the Intelligence Department until March 2018. From March 2018 to August 2021, Sajjanar helmed the Cyberabad Police Commissionerate, where he spearheaded initiatives against narcotics trafficking and digital fraud, earning accolades for his data-driven approach to policing. More recently, since September 2021, he has been Managing Director of the Telangana State Road Transport Corporation (TSRTC), where he navigated post-pandemic recovery and fleet modernization efforts.
"Sajjanar's return to active policing is a masterstroke," remarked a former colleague from the Intelligence wing. "His track record in Cyberabad demonstrates his ability to handle urban challenges with precision. Hyderabad's citizens can expect a renewed focus on community policing and tech integration." Sajjanar is set to assume charge on Monday, with priorities including enhancing surveillance in high-density areas and collaborating with civic bodies on traffic decongestion.
Charu Sinha: Bolstering the Anti-Corruption Drive
In a parallel development, Charu Sinha (1996 batch), previously Additional Director General of Police (ADGP) in the Crime Investigation Department (CID), has been entrusted with full additional charge of Director General, ACB, replacing Vijay Kumar. Sinha, who returned from central deputation earlier this year, brings a wealth of experience in investigative roles, including oversight of women safety initiatives like SHE Teams and Bharosa support centers during her prior CID posting.
The ACB, Telangana's premier agency for probing corruption in public offices, has been under scrutiny for ramping up probes into irregularities in infrastructure projects and procurement scams. Sinha's appointment is viewed as a signal of the Revanth Reddy administration's zero-tolerance stance on graft, especially following high-profile arrests in recent months. "With Sinha at the helm, we anticipate a surge in proactive investigations and faster case resolutions," said an ACB insider. Her dual expertise in CID operations and vigilance is expected to foster better inter-agency coordination, particularly with the Vigilance & Enforcement Department, now led by Shikha Goel (1994 batch).
Broader Reshuffle: Key Transfers and Strategic Shifts
The government order, issued by the General Administration Department, encompasses a wide array of postings to optimize resource allocation across Home, Vigilance, Intelligence, and Disaster Response wings. Notable transfers include:
| Officer | Batch | Previous Posting | New Posting |
|---------|-------|------------------|-------------|
| **C.V. Anand** | 1991 | Commissioner, Hyderabad City Police | Special Chief Secretary, Home Department |
| **Shikha Goel** | 1994 | ADGP, Law & Order | Director General, Vigilance & Enforcement |
| **Dr. Anil Kumar** | 1996 | ADGP (Personnel) | ADGP (Operations), Greyhounds & OCTOPUS |
| **Vijay Kumar** | 1997 | Director General, ACB | ADGP, Intelligence |
| **Y. Nagi Reddy** | 1997 | DG, Telangana Disaster Response & Fire Services | Managing Director, TSRTC |
| **Vikram Singh Mann** | 1999 | Additional CP, Law & Order, Hyderabad | DG, Telangana Disaster Response & Fire Services |
| **M. Stephen Raveendra** | 1999 | ADGP (Operations), Greyhounds & OCTOPUS | ADGP, CID |
Additional shifts involve junior officers from 2012-2018 batches, bolstering district-level enforcement. Ravi Gupta (1990 batch IAS) has been appointed Executive Vice-Chairman & Director General of the Centre for Good Governance, replacing Anand, while other IAS transfers target revenue and urban development sectors.
This reshuffle follows a similar bureaucratic churn in June 2025, reflecting the Congress-led government's ongoing efforts to align administrative machinery with its 'Praja Palana' (People's Governance) agenda. Critics, however, point to the frequency of transfers as potentially disruptive, urging the administration to prioritize stability for long-term reforms.
As Telangana navigates festive season security and monsoon-related contingencies, the new appointees are expected to hit the ground running. Sajjanar and Sinha's tenures will be closely watched, with stakeholders anticipating measurable improvements in crime detection rates and corruption convictions by year-end.
