  • With the date fixed for the monsoon session of the Parliament, the stage has been set for discussions on several key bills presented by a stronger National Democratic Alliance (NDA).
  • The monsoon session has been scheduled for July 20, and will end on August 13, wrote parliamentary affairs minister Kiren Rijiju in a post on X.
  • "On the recommendation of the Govt of India, Hon’ble President, Smt. Droupadi Murmu ji has approved the summoning of both the Houses of Parliament for the monsoon session 2026," he added.
  • Among the key bills tabled at the monsoon session, the Centre is most likely to bring up the Constitution (131st Amendment) Bill, which deals with the proposed one-third of Lok Sabha and state assembly seats being reserved for women.
  • Like in the previous monsoon session, the women's quota bill is likely to be tied to a delimitation exercise based on the 2011 census to increase the number of seats in the Lok Sabha from 543 to 816, ahead of the 2029 elections.
  • n the previous iteration of the Parliament's monsoon session, the loaded women's quota bill was shot down by the Opposition, as it failed to achieve the special two-thirds majority required for the bill to pass because it could not cross the 363-mark.
  • However, in the months that followed, a number of leaders from regional parties such as the TMC, the AAP, the Thackeray-led Shiv Sena all either defected to the NDA or offered support, modifying political equations in both Houses of the Parliament, the impact of which will be seen from July 20 onwards.
  • The ruling NDA now has 141 MPs in the 242-member Rajya Sabha and can count on the support of 10 nominated and Independent MPs, taking its assured tally to 151. This is well above the simple majority mark, but is still 11 short of a two-thirds majority.
  • In the Lok Sabha, the NDA's effective support—from both its own MPs and those outside the party, such as the rebel TMC MPs who joined the Tripura-based NCPI—can go up to 312, which is still shy of the 363-mark.
  • Apart from the women's quota bill, the Centre is also likely to table the Constitution (130th Amendment) Bill, which deals with the removal of a Prime Minister or Chief Minister if they remain under arrest for 30 days or more in connection with certain serious offences, including corruption cases.
  • This bill, tabled in a 2025 monsoon session, had been referred to the Joint Parliamentary Committee (JPC), because it had seen strong opposition from several parties.
  • Another major bill that could come up this time is the Foreign Contribution (Regulation) Amendment Bill, which aims to restrict the inflow of foreign contributions to individuals and organisations in India.
  • One of the most contentious parts of the amendment was the introduction of a new “designated authority” to seize, manage, and dispose of assets of organisations that lose their FCRA licence.
  • Several states, especially Kerala, have opposed the amendement, stating that it would impact voluntary organisations working in the social, health, education and charity sectors.
