BENGALURU: On the last day of monsoon session on Monday, the Assembly passed eight Bills within one hour without any debate even as the Opposition continued its protest seeking minister B Nagendra’s resignation over the alleged scam in the Valmiki corporation.The Registration (Karnataka Amendment) Bill, 2026, which was passed, seeks to enable property registration without the presence of the parties concerned at the sub-registrars’ offices.
The Bill proposes to amend the Registration Act, 1908, as applicable to Karnataka, to introduce citizen-friendly reforms and improve governance. It seeks to ensure due diligence by sub-registrars during property registration, integrate property software to prevent illegal registrations and simplify procedures, enable e-registration or remote registration of certain documents without the physical presence of the parties concerned, and provide certified copies of registered documents through a centralised virtual distribution system to avoid delays. It also provides for imposition of penalties for fraudulently manipulating or hacking the department’s portal or software.
The Karnataka Land Revenue (Amendment) Bill to update the 1964 Act defines terms such as abetment, electronic records, alienated land, cheating, forgery and valuable security. It allows the government to appoint officers for specific purposes, including conducting inquiries, studies and research, related to the Act along with other changes.
The Karnataka Industrial Facilitation (Amendment) Bill, 2026, enables industries to access 20 services through the Affidavit-Based Clearance (ABC) mechanism and provides statutory recognition to the single window system.
The Bengaluru Metropolitan Land Transport Authority (Amendment) Bill, 2026, ensures continuity in administrative decision-making in view of the imminent and pressing need to decongest traffic and address the mounting mobility challenges in Bengaluru.
The Karnataka Gram Swaraj and Panchayat Raj (Amendment) Bill seeks to regulate lakhs of unauthorised properties and layouts in rural Karnataka.
The other Bills passed by the Assembly are the Karnataka Government Parks (Preservation) Amendment Bill, and The Karnataka Goods and Services Tax (Amendment) Bill, 2026.
