The rescheduled 57th Goods and Services Tax Council meeting on 7 October will prioritise major business-friendly process reforms over tax rate adjustments, as the Centre and states shift focus to reducing compliance friction for taxpayers. 

Finance Minister Nirmala Sitharaman confirmed the meeting would exclusively address procedural changes, with issues around e-invoicing and input tax credit rules taking centre stage.

The meeting, postponed from 12 September due to India's hosting of the BRICS Leaders' Summit, will commence at 11.00am in New Delhi under Sitharaman's chairpersonship. 

Officers' meetings will precede the Council session on 5 and 6 October, with officials finalising technical papers for ministerial consideration.

Finance ministry sources indicated the reforms aim to simplify compliance for legitimate taxpayers whilst retaining safeguards against fraud.

The proposed changes target improvements in input tax credit rules, registration procedures, refund processes and e-invoicing requirements—areas identified as creating administrative bottlenecks for businesses managing working capital and daily operations.

The Council is expected to address long-standing industry concerns including buyer credit protections when suppliers default, inverted duty structure refunds and streamlined registration for businesses exceeding certain thresholds.

The meeting arrives after a gap of over a year between Council sessions, with businesses anticipating concrete decisions on reducing mismatch litigation and providing relief to compliant taxpayers.

Sitharaman invited industry to submit specific representations on GST framework anomalies, emphasising the government's commitment to evidence-based tax policy beyond seeking lower rates and exemptions.
