New Delhi, November 25, 2025 – In a major boost to India's electoral preparedness ahead of the 2026 assembly polls, the Election Commission of India (ECI) has successfully distributed over 50.54 crore pre-filled enumeration forms to voters under Phase II of the Special Intensive Revision (SIR), achieving an impressive 99.16% coverage rate just 21 days into the drive.

The initiative, launched on November 4, 2025, targets nine states and three Union Territories—including Uttar Pradesh, West Bengal, Tamil Nadu, Kerala, and Puducherry—to update and purify electoral rolls through intensive door-to-door verification. Out of a total voter base of 50.97 crore in these regions, 50,54,82,771 forms have reached eligible electors, with more than 28 crore (56.34%) already digitized for seamless integration into the national voter database.

Election officials hailed the progress as a testament to robust ground-level coordination, with over 5.33 lakh Booth Level Officers (BLOs) and 7.64 lakh Booth Level Agents (BLAs) deployed across the covered areas. Help desks have been set up at polling stations to assist voters in filling out the forms, which include details like Aadhaar linkage, mobile numbers, and family member information to enhance roll accuracy and curb bogus voting.

Uttar Pradesh led the distribution with over 15.38 crore forms handed out to its 15.44 crore voters, while West Bengal—where the ruling Trinamool Congress (TMC) has voiced opposition to the exercise—saw 7.64 crore forms distributed against a base of 7.66 crore voters. Smaller regions like Goa and Lakshadweep achieved perfect 100% distribution, underscoring efficient implementation in compact geographies. Lakshadweep also topped digitization rates at 99.33%, processing 57,428 out of 57,813 forms, compared to Uttar Pradesh's 34.03% (5.25 crore digitized).

The ECI has urged all recognized political parties to appoint additional BLAs to bolster verification efforts, emphasizing the exercise's role in ensuring "error-free and updated electoral rolls" for upcoming elections. Phase II follows a successful pilot in Bihar and builds on Phase I, focusing on high-stakes poll-bound states to incorporate new voters, delete deceased or shifted entries, and verify existing data.

With the enumeration phase set to conclude on December 4, 2025, the ECI anticipates full digitization and final publication of revised rolls by early 2026. Officials remain optimistic, noting that the high coverage minimizes last-minute hurdles and promotes greater voter participation.

"This is a people-centric drive to make democracy more inclusive," an ECI spokesperson remarked, highlighting the initiative's potential to add millions of young and migrant voters to the rolls. As India gears up for a series of state elections, the SIR's swift execution signals a proactive step toward transparent and fraud-proof polling processes.
