New Delhi, April 21, 2026: In a sharp escalation of political tensions in Parliament, Congress leader and Lok Sabha MP KC Venugopal on Tuesday submitted a breach of privilege notice against Prime Minister Narendra Modi, accusing him of casting aspersions on members of the Lok Sabha during his televised address to the nation on April 18, 2026.

The notice, filed under Rule 222 of the Rules of Procedure and Conduct of Business in Lok Sabha and addressed to Speaker Om Birla, alleges that the Prime Minister's remarks constituted a "serious breach of privilege and contempt of the House." Venugopal's notice specifically highlights that the Prime Minister made "direct reflections on the voting pattern of Members of the Opposition and attributed motives to them," thereby questioning the "independence and integrity" of elected MPs. Venugopal, also Congress General Secretary (Organisation) and Chairperson of the Public Accounts Committee, stated in the notice: "Addressing the Nation by the Prime Minister of a Government not able to muster requisite majority in Parliament, for criticising the Opposition parties is unprecedented, which is unethical and blatant abuse of power." He urged the Speaker to take cognizance of the matter as a deliberate breach of privilege.

Congress leaders have framed the address as a partisan "Distress Address" rather than a national one, accusing Modi of misusing the platform of the highest executive office for political attacks following a legislative setback. The party has emphasized the sanctity of a Prime Minister's address to the nation, which is expected to foster unity rather than deepen divisions.
