BIG rule changes from October 1
Several important rule changes are set to come into effect in India from October 1, 2026. The changes will affect LPG consumers, bank customers, and people applying for delayed birth or death registration.
LPG Aadhaar Authentication
From October 1, domestic LPG consumers will need to complete Biometric Aadhaar Authentication (BAA) to get subsidised LPG refills at the government-regulated price. The government says the step is aimed at making sure that LPG subsidies reach eligible families and at checking duplicate or ineligible connections.
As of September 19, around 27.43 crore active domestic LPG consumers, or 89.9% of the total, had completed Aadhaar authentication. Those who have already completed the process do not need to do it again.
Consumers who have not completed the process can do it during cylinder delivery, by visiting their LPG distributor or through their oil company’s mobile app. Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY.
Consumers will not completely lose access to LPG if they do not complete authentication. However, they will not get the applicable subsidy and may have to buy the cylinder at the market price, according to the government rules.
Fixed deposit interest rules
Banks also have rules on how they offer interest rates on fixed and other deposits. The Reserve Bank of India (RBI) requires banks to follow clear and uniform interest-rate practices for similar deposits.
This means banks should offer the same applicable interest rate to customers with similar deposits made on the same date, subject to the exceptions allowed under RBI rules. Rates should also be clearly displayed in advance instead of being decided separately for individual customers.
Birth and Death registration rules
There will also be changes in the process for delayed birth and death registration from October 1.
If a birth or death is registered more than one year but within two years after the event, the information will need to be verified before the registration is completed.
If more than two years have passed, the registration process will require an order from a Judicial Magistrate First Class.
The changes are aimed at improving checks on delayed registrations and reducing the chances of wrong or false records.

The October 1 changes cover different parts of daily life. LPG consumers who want to receive subsidies should check their Aadhaar authentication status. Bank customers should check the interest rates offered on deposits and the bank’s published rate schedule. People applying for delayed birth or death registration may need to provide additional verification or documents.
