A social activist from Hubballi has lodged a formal complaint demanding an immediate investigation into the alleged illegal encroachment and sale of government land in the Ayodhya Gram area of old Hubballi (Hubbali-Dharwad district), Karnataka.

Hubballi, February 20, 2026 — A social activist from Hubballi has lodged a formal complaint demanding an immediate investigation into the alleged illegal encroachment and sale of government land in the Ayodhya Gram area of old Hubballi (Hubbali-Dharwad district), Karnataka.

Samiyulla M. Belagavi, a resident of Hubballi city and a community worker, has submitted a detailed memorandum highlighting what he describes as a major land mafia operation targeting approximately 4 acres and 9 guntas (roughly 1.77 hectares) of prime government-owned land in the Kadriya Town locality of Ayodhya Gram.

According to the complaint, the land — bearing the following survey numbers — has been under legal dispute since 1983, with the Karnataka government pursuing a case against Anasulla Kaji and his family members:

- Survey No. 11/1-P2: 133.00.5 (units likely in square feet or local measure)
- Survey No. 12/B: 0.17.15.8
- Survey No. 13: 0.30.00.24
- Survey No. 14: 109.00.38

Total: 4 acres 9 guntas

The activist claims to have personally visited the site and observed extensive encroachments. He alleges that land mafia elements have illegally occupied and sold off large portions of this government property, primarily to poor and ordinary citizens, leaving only about 2 acres untouched so far. If no action is taken promptly, the complainant warns that the remaining land could be fully encroached upon.

Key allegations in the complaint include:

Mugsood Khaji and Musin Khaji (relatives of Asadulla Kaji) are playing a leading role in the illegal activities.
- These individuals have allegedly deceived government authorities and sold the land to a Rajasthan-origin land mafia figure named Usman Gani Noori, who is accused of earning crores of rupees through these transactions.
- In collusion with certain corrupt government officials, the original survey number 11/1-P2 has reportedly been fraudulently altered to 11/1/A in records, enabling the creation of fake property documents and the illegal sale of plots.
- Officials from the City Survey Department, Assistant Director of Land Records (ADLR), and Sub-Registrar's office are suspected of providing assistance in this fraud.

Samiyulla M. Belagavi has urged the relevant authorities — including the Deputy Commissioner of Dharwad district, the Revenue Department, the Lokayukta, and police — to launch a thorough probe, verify records, conduct a site inspection, identify those involved in the encroachment and illegal sales, and initiate strict legal action to recover the government land and prevent further loss.

He emphasized that such encroachments not only deprive the state of public assets meant for community use but also exploit vulnerable buyers who purchase plots without knowing their illegal status.

No official response or confirmation of an investigation has been received from district authorities or the Revenue Department as of now. Similar cases of government land grabbing have been reported in various parts of Karnataka in recent years, often involving forged documents and complicit officials.

The complainant has called for swift intervention to safeguard public property and ensure accountability in what he terms a "serious land scam" affecting Hubballi's old town area.
