Bengaluru meetings scheduled for October 7 and 8
The commission has been conducting consultations and visits across different parts of the country since March. The objective is to hear directly from employee representatives and other stakeholders about their concerns and expectations concerning pay structures, allowances and pension-related issues.
In Bengaluru, the commission is scheduled to hold meetings on October 7 and 8, 2026. Those seeking appointments for the Bengaluru consultations were required to submit their requests through the official portal by September 18, according to the information provided.
These stakeholder interactions are part of the commission’s wider exercise to collect inputs before it finalises its recommendations.
Mumbai visit planned for October 22 and 23
The next major visit listed for October is Mumbai, where consultations are scheduled for October 22 and 23. The deadline for appointment requests for the Mumbai meetings is October 10.
The Railways Ministry had earlier indicated that the commission wanted to visit departments under the Central Railway zone in Mumbai. Such visits can give the panel an opportunity to hear from railway employees and understand workplace-related issues directly rather than relying only on written submissions.
Who is leading the commission?
The commission is headed by former Supreme Court judge Justice Ranjana Prakash Desai. Pankaj Jain, a former IAS officer, is serving as Member-Secretary, while Professor Pulak Ghosh is another member of the panel. Ghosh is a tenured professor of finance and a member of the Prime Minister’s Economic Advisory Council.
The government issued the commission’s Terms of Reference toward the end of 2025. The panel was formally constituted on November 3, 2025, and has been working within the timeline set for the exercise.
Areas under review include salary and allowances
The commission’s mandate covers several aspects of the compensation structure. These include the pay structure and pay matrix, allowances such as Dearness Allowance (DA), Dearness Relief (DR) and House Rent Allowance (HRA), as well as other benefits available to employees and pensioners.
The review also covers issues relating to increments, promotions and rationalisation. The commission is expected to consider changing work requirements and specific service-related needs while examining these areas.
However, the exact changes to salaries, allowances or pensions cannot be determined until the commission submits its recommendations and the government takes a decision on them.
When could the report be submitted?
The commission was constituted for an 18-month period to complete its recommendations. Based on the timeline provided, its report is expected by May 2027, although the precise timing of individual announcements cannot be assumed in advance.
The date from which any recommendations may actually take effect is also a separate matter. Past pay commission exercises involved a gap between the submission of recommendations, government consideration and implementation.
